The Moscow State Humanitarian and Economic University was established by the Decree of the Council of Ministers (of 11.10.1990 No. 1011 “On the organization of a boarding institute for the disabled people in Moscow”).

By Order of the Ministry of Education of the Russian Federation (No. 2089 dated 04.06.2002), the Moscow Boarding Institute for the Disabled People was renamed into the state educational institution of higher professional education “Moscow State Humanitarian Boarding Institute”.
By Order of the Ministry of Education and Science of the Russian Federation (No. 682 dated 14.07.2005), the state educational institution of higher professional education “Moscow State Humanitarian Boarding Institute” was renamed into the state educational institution of higher professional education for people with disabilities with a violation of the musculoskeletal system “Moscow State Socio-Humanitarian Institute”.
By Order of the Ministry of Education and Science of the Russian Federation (dated 27.05.2011 No. 1890), the state educational institution of higher professional education for the disabled people with a violation of the musculoskeletal system “Moscow State Socio-Humanitarian Institute” was renamed the federal state budgetary educational institution of higher professional education for the disabled people with a violation of the musculoskeletal system “Moscow State Humanitarian and Economic Institute”.
By Order of the Ministry of Education and Science of the Russian Federation (No. 2140 dated 15.07.2011), the Federal state budgetary educational institution of Higher professional education for the disabled people with a violation of the musculoskeletal system “Moscow State Humanitarian and Economic Institute” was reorganized by joining the Federal State Educational Institution of the Volgograd State College of Professional Technologies, Economics and Law, the Federal State Educational Institution of the Kalmyk State Financial-College of Economics”, FGOU SPO Chelyabinsk Vocational Pedagogical College.
By Order of the Ministry of Education and Science of the Russian Federation (No. 638 dated June 06, 2014), the Moscow State Humanitarian and Economic Institute for the disabled people with a violation of the musculoskeletal system was renamed the Federal State budgetary educational institution of inclusive higher education “Moscow State Humanitarian and Economic University”.
